The US House of Representatives will vote on a bill allowing additional tariffs of up to 100% on countries buying Russian oil and gas, including India, according to a report by GTRI.

The vote, scheduled for September 16, is expected to be close. The House advanced the Sanctioning Russia and Iran Act on September 15 by just 214 votes to 211. This contrasts with the Senate, which passed the bill by a sweeping 86–11 majority on August 7.

Debate on the bill is also expected to narrow the scope of the bill as lawmakers have proposed amendments to remove the broad tariff provisions or limit the president’s powers. If passed in its current form, the bill will give President Donald Trump wide discretion to impose country-specific tariffs of up to 100% on major buyers of Russian energy, the report stated. India and China would be among the most exposed.

While supporters say the tariffs will reduce the money available to Russia for its war, critics, led by Democrat Gregory Meeks, say the bill gives the president too much power to punish major trading partners without adequate congressional oversight. They warn the tariffs could disrupt global trade, raise US prices and harm American foreign policy.

The stakes for India are high. Russia supplied 30.3% of India’s crude oil imports in FY2026, accounting for $40.8 billion of the total crude imports of $134.7 billion. In July 2026, Russia supplied more than half of India’s imported oil.
