Time To Review Cesses and Surcharges: Former RBI Governor C. Rangarajan

The Centre’s increasing use of cesses and surcharges, which are not shared with states, is shrinking the divisible pool, says former RBI Governor Dr C. Rangarajan. The 16th Finance Commission must review this, he says.
